Legal Aspect of Covers

Good Day to All,
I read somewhere on this forum the process of requesting to use someone else's work, as in a form letter to the publisher who holds the copyright. I can't locate that info (any help would be muchly appreciated).

Another question, if you want to change some of the lyrics in the cover, do you have to denote that in the form letter with any specifics? As you can tell I am a complete novice at this, I am simply seeking knowledge (some of which I COULD have learned in college... Thanks Sting!!)

Wes, you should join your jurisdiction's version of this:  http://www.apra-amcos.com.au/... or at least check out their site.  I am not sure where you are from but that is the Australian version.

They are very helpful and usually have pretty good FAQ sections on their sites.

Rules change from country to country.  The intarnets have just added a layer of confusion.
