Is this true and what did they update or fix ?

Yes, Boss has been putting version 1.12 in new BR-800s since about July 2015. The reason it's not available to the public is probably because it doesn't fix anything or add any new features. Boss probably had to re-source some components in the BR-800 due to availability or pricing and the firmware had to be changed slightly to accommodate the new components. Updating an older BR-800 with version 1.12 would work but offer no benefits, so Boss hasn't made it available on their website.
