Utilities page

Inspired by the link that Redler posted here, I added a new tab to the Utilities page for Chord Utilities.

You'll find a link to the Utilities page under Links in the main menu at the top of every page. There's also a link near the bottom of the right menu panel, though that panel is only visible if your screen resolution is high enough to accommodate it.
