MBR won't insert rhythm arrangement step

I need to insert a rhythm arrangement step and the [INS] window won't come up when I follow the manual instructions, ie: press cursor < when at the step number to insert. Basically, nothing happens when I press the 'left' cursor. I tried a few other buttons at that juncture but nothing worked. Has any one else encountered this? What to do?
I don't want to redo the entire arrangement step by step.

Did you forget step 4?

4. Press [tr1] (INS).
The display will indicate "Insert!" and the
selected step will be copied and inserted.

See page 85 of the Micro BR manual.

     The unit never presents me with the step 4 option. The RA EDT STP display doesn't change.  Just in case, though, I mashed on the TR1 button and still nothing happened. I tried re-booting, too.
     I wondered if this was mis-represented in the manual. Guess not. If no one else is having this problem perhaps my particular unit just won't do it.

Just had a play with mine (Ooerr missus) and it's cursor > not <. You need to press it a few times to get INS up, off the screen basically.

     Thank you SteveG. Worked like a charm. Man, I love this forum. Its like having all your DIY pals sitting around the table 24/7 (just about).
     Now, find some software to get my MBR MP3s into my Win98 computer and I'll stop sniveling.
