Pegged trousers were  a popular style in late 70's early 80's - basically they have a couple of pleats below the waistband and narrowish bottoms.

Oilskin was some kind of material with a lining that looked a bit like leather or matt plastic and was windproof.

Something a bit like this shape-wise but mine were darker blue with a sort of smooth leather look. :-[
