Yes, a Web MIDI API has been in the works for about a year. Firefox doesn't support it yet but Chrome and Opera do.

If you've got Chrome or Opera, there are a couple of Web MIDI apps you can try here:

The drum machine has drop-down lists at the bottom for Input and Output devices. If you have a MIDI device connected to your computer, it should show up in that list if you're using Chrome or Opera.
