Is there a button or special step that I am missing...both track 1 and 2 are bounced together. So when I push track 1 both are blinking. but i cannot push track 3 and keep the other two. What am i doing wrong?

The TR1-TR4 buttons select the tracks for recording only. That's why you can only select one track or a pair. The Micro BR cannot record to more than two tracks simultaneously.

But, for playback, all four of the tracks are selected all of the time. The TR1-TR4 buttons make no difference for playback. So, when you bounce or master, all four tracks will be included in the mix. What you hear is what you'll get. You only need to specify the destination track or track pair, not the source. To specify the destination track pair, use the CURSOR and VALUE -/+ buttons as described on page 50, steps 4 and 5, of the Micro BR Manual, 3rd edition. Be sure to specify empty v-tracks.

After bouncing, I assume you'll want to export the finished mix to a WAV or MP3 file. To do that, see the procedure on pages 112 and 113. In steps 4 and 5 of that procedure, you'll need to specify the pair of tracks you wish to export. Be sure to specify the same track/v-track pair as you specified for the destination of the bounce.
