Game will only work for the original registered userid and only on the registered console device the medias rfid tag becomes locked too.
Package comes as 2 parts the physical media disk and a electronic tag in the packaging that keys itself to the console device upon first use.
Rumors are the new technology  may surface first in the upcoming PS4.

And for the really scarey part
this technology apparently can also can be applied to other electronic media such as movies, music, images, ebooks.
