What would be the requirements to do what the Boss MBR does on a laptop?

You'd need a microphone and an audio interface plus software for multitracking, effects, and drums.

There are lots of software choices available. Some free ones are Audacity (multitracking and effects), and Hydrogen (drums). Roland offers several audio interfaces, as do other manufacturers.

But perhaps the best solution would be the Roland VS-20. It gives you an audio interface, dual built-in mics, control surface, built-in COSM effects, and Cakewalk GuitarTracks software for $299.

The BR-80 also functions as an audio interface and includes dual built-in mics, COSM effects, drum machine, and SONAR X1 software. It's smaller than the VS-20 and the same price, and it's a standalone recorder too (the VS-20 is not). But the BR-80 cannot function as a control surface like the VS-20.
