What makes an artist Canadian?

Ronnie Hawkins was born in Huntsville, Arkansas but has lived in Canada for most of his life and career.

Neil Young was born in Toronto but has lived in California for most of his life and career.

To me, that makes Ronnie Hawkins more of a Canadian artist than Neil Young.
