A Tom Waits festival?..I have to admit the name didn't ring a bell...so of course I first looked up his biography on Wikipedia

..and indeed he is a huge singer-songwriter and actor. I listened to a few songs on You tube and the covers at the SC festival.
..and strangely I chose a song that is not by him but that he recorded on the album Hommage a Blind Willie Johnson, in 2016 "God don't ever change"

Ah ah ah .. it's a Ukulele (Uke) Bass , from Kaia which is absolutely wonderful ..it's fretless which allows you to make very soft and progressive glissando, a bit like on a counter bass...the strings are not pipes but big nylon strings

I've had it since 2018 and I first used it to do this cover of Hendrickx's Little wing in 2018
