The Tech Specs page for the iPod touch (https://www.apple.com/ipod-touch/specs/) says that GarageBand is not included but you can download it for free from the App Store.

"iMovie, GarageBand, Pages, Numbers, and Keynote are available on the App Store. Downloading apps requires an Apple ID and a device that is compatible with the iOS version required for each app."

Here's the App Store Preview page for GarageBand:

https://itunes.apple.com/us/app/garageband/id408709785 (https://itunes.apple.com/us/app/garageband/id408709785)

Under Compatibility, it says:

"Requires iOS 10.3 or later. Compatible with iPhone, iPad, and iPod touch."

So it would seem to only be available for the current iPod touch. I'm guessing you can't get it for the older iPods since they've been discontinued. Also, I assume that older iPods don't have iOS 10.3 or later which is a requirement for GarageBand.

I had to pay for it for my iPad Mini 2. But is a lot of bang for the bucks.
